Estonia mkts shrug off govt fall, confident on EU

TALLINN, Jan 9 (Reuters) - Estonian markets have shrugged off the collapse of the pro-reform government, analysts said on Wednesday, because few believe anything can stop Estonia's drive to join the European Union and NATO.
"No matter what kind of fights between the parties are going on, the main direction toward NATO and the EU will remain the same," Sten Sumberg, head of markets at Baltic investment bank Suprema, told Reuters.
Prime Minister Mart Laar resigned on Tuesday, forcing Estonia's longest serving post-Soviet government to fall.
The equities market paid little attention to the crisis, which began in autumn when it emerged that one of Laar's coalition partners, the Reform Party, had negotiated secret local government alliances with the leftist opposition.
Estonia's main stock index <.TALG> rose 8.5 percent from December 19, when Laar said he would step down, to January 8.
There is no government debt market due to a standing policy of balanced budgets.
Laar's decision to quit came after his 2002 budget had already been signed into law.
LEFTIST OPPOSITION ALSO SUPPORTS EU, NATO GOALS
Waiting in the wings through the crisis has been the opposition Centre Party of populist Tallinn Mayor and ex-Prime Minister Edgar Savisaar -- whose secret taping of top officials while interior minister in 1995 led to a government fall.
He has since been in the opposition, where his party has sniped at the government for its handling of EU accession talks.
The potential presence of his party, parliament's largest, in the next government may cause some uncertainty about progress towards EU membership in 2004, but the Centrists say they are committed to the same goal.
"We have sometimes been critical of the way the government has been holding negotiations with the European Union but we are definitely pro-European," said Sven Mikser, a Centre Party MP.
"We are not against membership in the European Union," he said, adding that NATO was also a key goal.
Analysts note the Centrists will have to form a coalition with one of the other major parties, which all strongly support NATO and EU integration as well as fiscal restraint. This has also given markets added confidence, they say.
TIME IS THE ENEMY
For now, the biggest danger for Estonia -- one of the early frontrunners in the race to join the EU -- may be time.
The country hopes to wrap up EU entry talks this year so it can participate in the next enlargement in 2004.
The president now has two weeks to name a new prime minister. If the current crisis results in fresh elections -- which the Centrists have called for -- this could cause several more months of delays, which some say would be very costly.
"I have heard that a number of ministries have virtually ceased to work in the current crisis and if we have extraordinary elections then several more months will be lost and this will clearly harm the EU and NATO goals," Meelis Atonen, deputy head of the Reform Party, told Reuters. -
